Its published in a area of the forum which is not public points and rep are weird things that phalax decided to add which seems that points are handed out at random and rep means you have added friends or something

no the permissions are set on where it is posted that is why originally only the high council could view it hence my asking what it was about it doens't matter if it is a global topic or not it can only be read if you can see the original place it was posted
